What this amendment would do
SA 5025, submitted by Mr. Heinrich, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to expand school-based mental health services.
This change would allow the Chairman of the Committee on the Budget of the Senate to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific legislative actions, such as bills or amendments, that relate to expanding access to school-based mental health services.
- Include increasing the size and number of grants awarded as provided in that legislation.
The amendment specifies that these actions are permitted provided the legislation does not increase the deficit between fiscal years 2026 through 2035.
