What this amendment would do
SA 5022, submitted by Mr. HEINRICH, is an amendment to S. Con. Res. 33, which sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to add a section to title III regarding a deficit-neutral reserve fund.
This amendment aims to allow the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific legislative actions.
These actions apply to bills, joint resolutions, amendments, motions, or conference reports that focus on increasing the number of investigations into missing and murdered Indigenous persons. This is allowed as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
