What this amendment would do

SA 5021, submitted by Mr. HEINRICH, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to increase access to Veterans Affairs programs in rural communities.

It allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislative actions, such as bills, joint resolutions, amendments, motions, or conference reports.

These changes are permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
