What this amendment would do
SA 5020, submitted by Mr. HEINRICH, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to add a section to title IV that creates a point of order against any legislation that reduces the number of health care providers at the Department of Veterans Affairs.
Specifically, the amendment aims to:
-
Prevent the Senate from considering any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that reduces these providers.
-
Require an affirmative vote of three-fifths of the Members of the Senate to waive or suspend this rule.
-
Require an affirmative vote of three-fifths of the Members of the Senate to sustain an appeal of the Chair's ruling on this point of order.
