What this amendment would do

SA 5019, submitted by Mr. HEINRICH, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund focused on preventing cuts to health care services for veterans.

This change would allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific bills, joint resolutions, amendments, motions, or conference reports.

These actions are permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
