What this amendment would do
SA 5017, submitted by Mr. HEINRICH, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund regarding the Internal Revenue Service enforcement of payments from tax-evading billionaires and millionaires.
This would allow the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific bills, joint resolutions, amendments, motions, or conference reports.
These actions apply to legislation relating to Internal Revenue Service enforcement of payments by tax-evading millionaires and billionaires, as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
