What this amendment would do

SA 5013, submitted by Mr. HEINRICH, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to increase support for survivors of domestic violence and sexual assault.

It allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise aggregates, allocations of committees, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific reports, motions, amendments, bills, or joint resolutions that increase support for survivors.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
