What this amendment would do

SA 5012, submitted by Mr. HEINRICH, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a section regarding a deficit-neutral reserve fund. This fund relates to:

  • Increasing the size of grants awarded by the Office on Violence Against Women.
  • Increasing the quantity of grants awarded by the Office on Violence Against Women.

The amendment allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations and the pay-as-you-go ledger for legislation that supports these goals, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
