What this amendment would do

SA 5011, submitted by Mr. Bennet, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to prevent financial harm to rural hospitals and health care providers. It does this by ensuring that the number of people in those communities with access to health insurance does not decrease.

To achieve this, the Chairman of the Committee on the Budget of the Senate may:

  • Revise allocations of committees or committees.
  • Revise aggregates and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger.

These changes can be applied to one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports, as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
