What this amendment would do
SA 5010, submitted by Mr. Bennet, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund focused on protecting access to health care in rural communities.
It allows the Chairman of the Senate Committee on the Budget to make the following changes for legislation, amendments, or reports related to protecting rural health care access (including actions that financially harm rural providers and hospitals):
- Revise committee allocations.
- Revise aggregates and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger.
These adjustments are permitted by the amounts provided in the legislation, as long as the legislation does not increase the deficit for fiscal years 2026 through 2035.
