What this amendment would do
SA 5009, submitted by Mr. Bennet, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund focused on protecting academic institutions and medical research.
Specifically, it would allow the Chairman of the Committee on the Budget of the Senate to:
- Revise aggregates, allocations of committees, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for various legislative actions, such as bills, motions, or amendments.
These actions must relate to protecting academic institutions and medical research, which can include:
- The development of lifesaving treatments.
- Public health innovation.
- The advancement of scientific discovery.
This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
