What this amendment would do

SA 5008, submitted by Mr. Bennet, aims to add Section 3003 to the end of title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund. This fund relates to prohibiting the President from using the United States Armed Forces in hostilities within or against Iran, which will increase energy costs for American families, unless there is a specific authorization for use of military force or a declaration of war.

To achieve this, the Chairman of the Committee on the Budget of the Senate is allowed to:

  • Revise aggregates, allocations of committees, and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for various reports, motions, amendments, bills, or joint resolutions related to this prohibition.

These adjustments are permitted by the amounts provided in the legislation, as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
