What this amendment would do

SA 5005, submitted by Mr. Bennet, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the budget for the United States Government for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a section to title III to create a deficit-neutral reserve fund.

This amendment aims to allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees or committees, aggregates, and other appropriate levels.
  • Make adjustments to the pay-as-you-go ledger for specific bills, joint resolutions, amendments, motions, or conference reports.

These actions are specifically for legislation relating to prohibiting any action that would result in increased energy costs to farms, small businesses, or families in rural communities. This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
