What this amendment would do
SA 5004, submitted by Mr. Bennet, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to reduce food insecurity.
It allows the Chairman of the Committee on the Budget of the Senate to adjust budgetary levels and the pay-as-you-go ledger for legislation that does the following:
- Prohibits the conditioning, reduction, or withholding of Federal funding for food assistance programs, such as the supplemental nutrition assistance program, in a State where food insecurity rates increase.
The amendment specifies that the food insecurity rate must be determined by the Bureau of the Census Current Population Survey Food Security Supplement.
Additionally, the legislation must not increase the deficit between fiscal years 2026 and 2035.
