What this amendment would do
SA 5003, submitted by Mr. Bennet, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund focused on emergency food assistance.
It allows the Chairman of the Committee on the Budget of the Senate to adjust budget levels and the pay-as-you-go ledger for legislation that prohibits the following actions regarding Department of Agriculture programs that give food or financial help to emergency feeding organizations (such as food rescue programs, food pantries, and food banks):
- Rescission of funds
- Reduction of funds
- Reprogramming of funds
These protections would apply during any fiscal year where the national or State-level food insecurity rate increases, based on data from the Bureau of the Census Current Population Survey Food Security Supplement.
This is provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
