What this amendment would do

SA 5000, submitted by Mr. WELCH, aims to add a section to S. Con. Res. 33 regarding a deficit-neutral reserve fund to reduce energy costs for American farmers.

The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to make the following changes for legislation related to reducing energy costs for American farmers:

  • Revise allocations of committees, aggregates, and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger.

The amendment specifies that these efforts may include support for energy efficiency improvements or the use of renewable energy systems.

This is permitted as long as the legislation does not increase the deficit for the total of fiscal years 2026 through 2035.
