What this amendment would do
SA 4999, submitted by Mr. WELCH, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund focused on reducing state administrative and benefit costs under the supplemental nutrition assistance program.
It allows the Chairman of the Committee on the Budget of the Senate to:
- Revise committee allocations, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific legislation, such as bills, joint resolutions, amendments, motions, or conference reports.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
