What this amendment would do

SA 4998, submitted by Mr. WELCH, aims to add a section to S. Con. Res. 33 regarding a deficit-neutral reserve fund.

The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to make adjustments to budget levels, allocations, and the pay-as-you-go ledger for legislation that focuses on improving rural access to nutrition programs.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
