What this amendment would do
SA 4997, submitted by Mr. Welch, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to provide relief for farmers. Specifically, it focuses on farmers affected by the increased costs of fuel, fertilizer, and other inputs caused by the war with Iran.
To achieve this, the amendment allows the Chairman of the Committee on the Budget of the Senate to:
- Revise aggregates, allocations of committees, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for related bills, motions, joint resolutions, conference reports, or amendments.
The amendment specifies that this can be done provided the legislation does not increase the deficit for the total of fiscal years 2026 through 2035.
