What this amendment would do

SA 4996, submitted by Mr. WELCH, aims to add a section to S. Con. Res. 33 regarding a deficit-neutral reserve fund.

The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to adjust budgetary levels, allocations, and the pay-as-you-go ledger for legislation that promotes research on reducing reliance on foreign-produced agricultural inputs.

This change is permitted as long as the legislation does not increase the deficit for the fiscal years 2026 through 2035.
