What this amendment would do
SA 4995, submitted by Mr. WELCH, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to address agricultural input cost inflation.
Specifically, it would allow the Chairman of the Committee on the Budget of the Senate to:
- Revise committee allocations, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific legislative actions (such as bills, joint resolutions, amendments, motions, or conference reports).
These actions must relate to reducing inflated farm input costs to support American agricultural production. The amendment requires that the legislation does not increase the deficit from fiscal year 2026 through 2035.
