What this amendment would do

SA 4994, submitted by Mr. WELCH, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund for the purpose of streamlining applications for Federal nutrition programs.

This would allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees or committees, aggregates, and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for bills, joint resolutions, amendments, motions, or conference reports regarding the streamlining of these applications.

These actions are permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
