What this amendment would do
SA 4993, submitted by Mr. Welch, aims to add a section to title III of S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to create a deficit-neutral reserve fund for agricultural resilience. Specifically, it seeks to:
- Allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other levels in the resolution.
- Allow adjustments to the pay-as-you-go ledger for various legislative actions, such as bills, joint resolutions, amendments, motions, or conference reports.
- Target these changes toward providing structural resilience in agricultural input markets to fight farmer uncertainty.
- Ensure that such legislation does not increase the deficit from fiscal year 2026 through 2035.
