What this amendment would do
SA 4991, submitted by Mr. WELCH, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund focused on global food security.
It would allow the Chairman of the Committee on the Budget of the Senate to make the following changes for legislation that addresses global food insecurity:
- Revise the aggregates, allocations of a committee or committees, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
