What this amendment would do

SA 4990, submitted by Mr. Welch, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to support Federal dairy programs.

It allows the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislative actions, such as bills, joint resolutions, amendments, motions, or conference reports related to supporting Federal dairy programs.

This is allowed as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
