What this amendment would do
SA 4989, submitted by Mr. Welch, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund focused on improving local food supply chains.
It allows the Chairman of the Senate Committee on the Budget to:
- Revise allocations of committees, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific legislative actions, such as bills, joint resolutions, amendments, motions, or conference reports.
This is permitted for legislation relating to improving local food supply chains, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
