What this amendment would do
SA 4988, submitted by Mr. Welch, is an amendment to S. Con. Res. 33. This resolution sets the budget for the United States Government for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to add a deficit-neutral reserve fund to title III. This fund is intended to ensure that USDA Rural Development State offices can operate at full capacity to provide timely services to rural communities.
To achieve this, the amendment allows the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific bills, joint resolutions, amendments, motions, or conference reports.
This is allowed as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
