What this amendment would do

SA 4987, submitted by Mr. Welch, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund specifically for legislation that focuses on studying how agricultural consolidation impacts food prices.

This change would allow the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for relevant bills, joint resolutions, amendments, motions, or conference reports.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
