What this amendment would do
SA 4985, submitted by Mr. WELCH, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund focused on providing rural communities with the resources needed for resilience, recovery, and disaster response.
It allows the Chairman of the Committee on the Budget of the Senate to make the following changes:
- Revise aggregates, appropriate levels, and allocations of a committee or committees in the resolution.
- Make adjustments to the pay-as-you-go ledger.
These changes apply to conference reports, motions, amendments, amendments between the Houses, joint resolutions, or bills that provide funding for these rural community resources, as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
