What this amendment would do
SA 4984, submitted by Mr. Welch, is an amendment to S. Con. Res. 33, which sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to create a deficit-neutral reserve fund to support the following:
- Restoring the staffing levels of the Federal Emergency Management Agency to its average staffing level in 2024.
- Prohibiting the closure of any regional office of that Agency.
The amendment allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation related to these goals, as long as that legislation does not increase the deficit between fiscal years 2026 and 2035.
