What this amendment would do

SA 4983, submitted by Mr. Welch, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to increase staffing at the Federal Emergency Management Agency.

This change is intended to accelerate the delivery of disaster aid to rural communities impacted by disasters, provided the legislation does not increase the deficit from fiscal year 2026 through 2035.
