What this amendment would do

SA 4976, submitted by Mr. WELCH, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund specifically for legislation that prohibits the reduction or elimination of funding for rural referral centers.

This change allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for related bills, resolutions, amendments, motions, or conference reports.

These adjustments are permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
