What this amendment would do
SA 4975, submitted by Mr. WELCH, is an amendment to S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and establishes budgetary levels for fiscal years 2027 through 2035.
The amendment aims to add a Deficit-Neutral Reserve Fund to title III. This fund is specifically for legislation that prohibits the reduction or elimination of funding for medicare-dependent, small rural hospitals.
The amendment allows the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees or committees.
- Revise aggregates and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger.
These changes apply to bills, joint resolutions, amendments, motions, or conference reports related to the funding of these hospitals, as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
