What this amendment would do
SA 4973, submitted by Mr. WELCH, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund specifically for legislation that prohibits the reduction or elimination of funding for critical access hospitals.
This would allow the Chairman of the Committee on the Budget of the Senate to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger.
These changes can be made for bills, joint resolutions, amendments, motions, or conference reports regarding this funding, as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
