What this amendment would do
SA 4971, submitted by Mr. WELCH, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund focused on prohibiting raising the cost of prescription drugs for seniors.
This change allows the Chairman of the Committee on the Budget of the Senate to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger.
These actions apply to bills, joint resolutions, amendments, motions, or conference reports regarding the cost of prescription drugs for seniors, as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
