What this amendment would do

SA 4970, submitted by Mr. Welch, is an amendment to S. Con. Res. 33, which outlines the budget for the United States Government for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a section to title III creating a deficit-neutral reserve fund. This fund relates to prohibiting the reduction or elimination of funding for sole community hospitals.

It aims to allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislation, amendments, or reports that prohibit reducing or eliminating funding for sole community hospitals.

This is provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
