What this amendment would do
SA 4969, submitted by Mr. WELCH, aims to add a section to the end of title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund specifically for legislation intended to speed up the tariff refund process.
It allows the Chairman of the Committee on the Budget of the Senate to make the following changes for legislation relating to speeding up the tariff refund process:
- Revise allocations of one or more committees.
- Revise aggregates and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
