What this amendment would do
SA 4968, submitted by Mr. Welch, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund. This allows the Chairman of the Senate Committee on the Budget to adjust budgetary levels and the pay-as-you-go ledger for legislation that requires U.S. Customs and Border Protection to prioritize providing tariff refunds to small businesses first.
- This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
