What this amendment would do
SA 4967, submitted by Mr. Welch, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to provide relief from cost increases for household staples, such as paperware and food, that are caused by tariffs.
It allows the Chairman of the Senate Committee on the Budget to:
- Revise aggregates, allocations of committees, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific motions, amendments, bills, joint resolutions, or conference reports.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
