What this amendment would do

SA 4966, submitted by Mr. Welch, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and outlines budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a deficit-neutral reserve fund to the end of title III. It aims to provide the following:

  • It allows the Chairman of the Committee on the Budget of the Senate to change budget allocations, aggregates, and other levels.
  • It allows for adjustments to the pay-as-you-go ledger for specific legislative actions.
  • These actions must relate to providing relief to States that experienced a significant decline in cross-border travel along the Northern border.
  • The amendment specifies that any such legislation must not increase the deficit from fiscal year 2026 through 2035.
