What this amendment would do
SA 4965, submitted by Mr. Welch, is an amendment to S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.
The amendment aims to add a deficit-neutral reserve fund to title III of the resolution.
The purpose of this fund is to allow the Chairman of the Senate Committee on the Budget to make adjustments to budget levels and the pay-as-you-go ledger for legislation that:
- Requires U.S. Customs and Border Protection to return to pre-COVID-19 hours of operation at land ports of entry along the Northern border.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
