What this amendment would do

SA 4964, submitted by Mr. Welch, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund. This fund relates to requiring U.S. Customs and Border Protection to finish negotiations to accelerate the construction and completion of a United States-Canada preclearance rail facility in Montreal.

Specifically, the amendment allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees, aggregates, and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for legislation, amendments, or reports related to this facility.

This is provided that the legislation does not increase the deficit over the total of fiscal years 2026 through 2035.
