What this amendment would do
SA 4963, submitted by Mr. Welch, is an amendment to S. Con. Res. 33, which sets the congressional budget for fiscal year 2026 and budgetary levels for 2027 through 2035.
The purpose of this amendment is to add a deficit-neutral reserve fund to the end of title III. This fund relates to the following:
- Prohibiting Federal immigration agencies from using intrusive electronic and facial recognition surveillance tools to track individuals.
- Prohibiting the use of such technology as allowable discovery in Federal criminal cases.
The amendment allows the Chairman of the Committee on the Budget of the Senate to adjust committee allocations, aggregates, and the pay-as-you-go ledger for legislation related to these prohibitions, as long as the legislation does not increase the deficit from fiscal years 2026 through 2035.
