What this amendment would do
SA 4962, submitted by Mr. Welch, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund. This allows the Chairman of the Senate Committee on the Budget to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation that prohibits U.S. Immigration and Customs Enforcement or U.S. Customs and Border Protection agents from using generative artificial intelligence tools to write incident reports about their interactions with civilians.
- The adjustment is subject to the condition that the legislation does not increase the deficit from fiscal year 2026 through 2035.
