What this amendment would do
SA 4961, submitted by Ms. Blunt Rochester, aims to add a deficit-neutral reserve fund to the end of title III of S. Con. Res. 33.
The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to adjust budgetary levels and the pay-as-you-go ledger for legislation that focuses on:
- Redirecting funds from U.S. Customs and Border Protection and U.S. Immigration and Customs Enforcement.
- Increasing funding for the Individuals with Disabilities Act.
- Preserving free appropriate public education for children with disabilities.
- Preventing the illegal transfer of programs authorized under the Individuals with Disabilities Education Act from the Department of Education.
This is provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
