What this amendment would do
SA 4959, submitted by Ms. Blunt Rochester, aims to add a new section to title IV of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a point of order in the Senate. This would prevent the consideration of any reconciliation legislation, amendment, or conference report that increases the deficit for immigration enforcement while housing prices continue to outpace income growth.
To bypass this point of order, the amendment requires:
-
An affirmative vote of three-fifths of the Members of the Senate to waive or suspend the rule.
-
An affirmative vote of three-fifths of the Members of the Senate to sustain an appeal of the Chair's ruling on the point of order.
