What this amendment would do

SA 4958, submitted by Ms. Hirono, aims to add a section to the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund. This fund relates to requiring congressional authorization for the use of military force before Federal funds are spent on sustained offensive operations abroad.

This change would allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislation, such as bills, joint resolutions, amendments, motions, or conference reports.

These adjustments are permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
