What this amendment would do

SA 4957, submitted by Ms. Hirono, aims to add a new section called the Deficit-Neutral Reserve Fund Relating to Mitigating the Impact of Overseas Military Operations on Energy Prices for American Consumers to title III of S. Con. Res. 33.

The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to:

  • Revise allocations of committees, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislative actions, such as bills, joint resolutions, amendments, motions, or conference reports.

These changes must relate to mitigating the impact of overseas military operations on energy prices for American consumers and cannot increase the deficit between fiscal years 2026 and 2035.
