What this amendment would do

SA 4954, submitted by Mr. Van Hollen and Ms. Hirono, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to protect student access to school lunch and breakfast programs.

It seeks to change the bill by allowing the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for legislation related to protecting access to healthy meals.
  • Prevent changes to eligibility or cuts to benefits for the school breakfast program under the Child Nutrition Act of 1966 and the school lunch program under the Richard B. Russell National School Lunch Act that would leave more children hungry.

This is provided that the legislation does not increase the deficit between fiscal years 2026 through 2035.
