What this amendment would do

SA 4952, submitted by Mr. VAN HOLLEN, is an amendment to S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.

The amendment aims to add a section to title III to create a deficit-neutral reserve fund focused on strengthening housing affordability for veterans.

The purpose of this addition is to allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific bills, joint resolutions, amendments, motions, or conference reports.

This is permitted for legislation relating to strengthening housing affordability for veterans, as long as that legislation does not increase the deficit between fiscal years 2026 and 2035.
